T

he Indonesian Orangutan Forum (FORINA) is a multi-stakeholder forum established to oversee the implementation process of the Indonesian Orangutan Conservation Strategy and Action Plan (OUAP) 2007-2017.

With this letter, FORINA intends to convey the right to reply to the revelation of Mr. Erik Meijaard in the article "Orangutan conservation: Government agencies no 'cleaning service'" published by The Jakarta Post on July 20.

This right to reply is to clarify some matters, especially concerning the statement: "The government has had an action plan that is not being implemented, or it is not effective.” 

1. OUAP 2007-2017 is a joint plan that was formulated in a participatory manner by the parties working on orangutan conservation in Indonesia, so that implementation efforts are not only the responsibility of the government, but also the responsibility of all parties. The failure and success of OUAP implementation should not only be assessed as a failure and/or success of the government, but also the collective failure and/or success of the parties implicated in orangutan conservation. 

2. FORINA with support from the Environment and Forestry Ministry and other parties, routinely facilitates the monitoring and evaluation of OUAP implementation, such as in the 2008-2010, 2010-2011 and 2011-2013 periods. Based on various initiatives and documented work, we have recorded many achievements, though there are additional efforts required to guarantee the sustainability of orangutans in the future. The recording process of all OUAP monitoring and evaluation activities can be accessed on the FORINA website, which we provide as accountability to the public.

3. We regret the emergence of statements claiming that the OUAP 2007-2017 was not implemented or was ineffective, because we believe they minimize the efforts of many parties and may reduce the spirit of participants in carrying out orangutan conservation.
