Manpower Ministry appoints National Profession Standardization Agency (BNSP) staff

anpower Minister M. Hanif Dhakiri appointed seven staff members to the National Profession Standardization Agency (BNSP) for 2018 to 2023 at the Tri Dharma room in the ministry’s headquarters in Jakarta on Thursday.

The newly appointed staff members of the agency include Kunjung Masehat (head of governmental), Miftakul Azis (deputy head of social), Tetty Desiarty Soemarso, Bonardo Aldo Tobing, Muhammad Zubair, Mulyanto (social), and Henny S. Widyaningsih (governmental).

In his opening speech, Hanif asked the agency to encourage all industries in every sector to screen and recruit their new employees based on their competence, not only on their diplomas.

"The agency has a really tough task to ensure that the recruitment process in all industries has the option to screen potential candidates with the competency-based certificates, so in the future job seekers can have two options when applying for a job: with a diploma or a competency certificate,” Hanif said. “This must become a priority for the agency while the quality of professional certification must be improved as well.”

Hanif explained that the agency, which provides and issues competency-based certification, has an effective role to secure the quality of Indonesian workers. For that reason, the credibility of the agency became the parameters of the quality and competence of Indonesian workers to compete in the market.

Hanif also asked the agency to establish service standards so the professional associates and training institutions that will form the Professional Certification Institute (LSP) can get adequate information and inclusive service.

"The agency is expected to keep improving and get a positive evaluation from the Ombudsman,” he continued.

Up until now, the certification of competence by the agency has not been fully acknowledged by companies in the industries, Hanif noted.

"This is what BNSP needed to fix. [The agency needs to] make sure that professional certification will get acknowledgment from the industry,” he added.

The acknowledgment from the industry is highly crucial because the users or employers of the certified workers are the industries. The collaboration between the agency and the industries, thus, needs to be intensive.

Hanif also asked the agency to pay more attention to the training programs provided by the government. In the Manpower Ministry, for instance, there are many individuals who have been trained in programs funded by the state budget (APBN), but they receive no certification.

“This is a problem and must be a priority for the agency to certify everyone from the vocational training centers (BLK). All internships with the industry, the Manpower Ministry, local government and other government agencies are likely to be certified as well. The demand for workers in the future is really high,” he said.

The event was attended by Manpower Ministry secretary-general Khairul Anwar, Manpower Ministry training and productivity guidance director general Bambang Satrio Lelono, Manpower Ministry occupational safety director general Sugeng Priyanto, Manpower Ministry labor supervision and health and work safety director general Maruli A. Hasoloan and secretary of inspector general “Sesitjen” Esti Estiarti, among others.

The appointment is based on Presidential Decree No. 56/2018 on dismissals and appointments in the National Profession Standardization Agency.
