In response to mounting protests, State Minister for Administrative Reforms Taufik Effendi promised Wednesday that all contract workers who passed civil service entrance tests would eventually be appointed as civil servants.
He made the promise in Medan following protests from contract workers across the country, alleging an unfair selection process and demanding the government immediately appoint them as civil servants.
Currently, there are around 650,000 contract workers in the country waiting for their status to be resolved. Taufik said not all of them could be made civil servants at the same time, so they would be appointed in stages.
""This year, there are around 200,000 contract workers who will be appointed as civil servants with the lowest (monthly) salary at Rp 1,060,000 (US$117),"" Taufik said.
He said the appointment of contract workers as civil servants would be based on seniority. Those with between 15 and 25 years of work experience would be given the highest priority.
The government, he said, will also prioritize the appointment of contract workers based on career considerations, saying each of them should be able to develop their careers in their new posts.
""Contract workers should not worry, there's no way they will not become civil servants. All will be appointed civil servants, but in phases. The first phase is for those who have been working between 15 and 25 years,"" Taufik said.
The government, he said, is currently reregistering contract workers across the country. He said many people who had earned the right to be appointed as civil servants were not registered.
On the other hand, many contract workers who do not have the right to be appointed as civil servants have been registered.
The minister also said his office would investigate complaints regarding the unfair selection of civil servants.
Taufik said it would take time to set things right. He added that it would be necessary to postpone an earlier schedule under which some contract workers were to have started working as civil servants in April.
""The appointment of contract workers as civil servants will be based on the requirements laid out by the government. So for contract workers who are not yet registered there's no need to worry, we'll immediately register them,"" he said.
