Donations should fully benefit the victims

Why can't all the aid for earthquake victims just go straight to the airports in Surakarta, Semarang or Yogyakarta, which are closest to the disaster area. Why must the aid stop and be unloaded at Halim airport in Jakarta?

Isn't that kind of an unrealistic way to organize disaster relief efforts? In the Aceh tsunami I personally went to the site to bring donations from businesspeople in Java, and most of the donations were stolen by workers at the depot for their own families, who were not victims of the disaster. The same will happen in Jakarta.

Help and donations are pouring into the nation, but how much will actually reach the victims?
