XL service

I have been a client of XL 3G, using a wireless data card, for the past 2 and a half months and I'm very disappointed with their customer service and service in general.
For the past few days I have only been able to use their service at about 40 percent power. I get a lot of ""page cannot be displayed"", ""connection has timed out"".
The Internet should be on all the time, correct? Well not with XL 3G wireless. I work on the internet with the stock market and dealing with transactions a lot, which is now very dangerous with XL.
In the past I have complained about their service many times. For example: I was not able to get HSDPA and this is the reason why I bought my card for Rp 2,000,000.
It says on the XL-MF330 box ""Mobile data connection at incredible speed""; when it works properly it's fast but most of the time I get a 3G connection. When I call them they always tell me, sorry but our network is probably overloaded and this is why it's slow.
Why can't they upgrade their networks so I get what I pay for? I think that XL are running false advertising and this should be illegal. Basically they are taking your money but they don't deliver what they promise.
I went to XL's office and the technician looked at my data card and laptop and said there was nothing wrong with my equipment. The XL technician told me that probably there is something wrong at my building in Sudirman Park, Central Jakarta. He told me they would send someone to look at it but the connection is still poor.
They even suspended my account on June 27 telling me that I had not paid my bill. But this was a mistake on their part. I did pay my bill, on June 26.
