Offer of law-cost apartments

I read a column regarding poverty in Jakarta and other cities. My suggestion is that the government should do something to help those street beggars, vendors and many others. Everyone also wishes to have a nice and beautiful city to live in. But the problem is how are they going to solve this matter.
If the government keeps on using the law against these people, I believe the whole of Indonesia will start to riot and crime will also increase. The Indonesian government should set up a special team to help the poor make a plan to live in peace in Indonesia. I have been to Indonesia many times and also hope to get the right people from the government department to help us to invest in Indonesia.
Unfortunately until today we have gotten nothing. Even the Indonesian Embassy in China is helpless. They want us to go to the government department to find out by ourselves. The problem is we unable to communicate with the people there. Actually, our group plans to meet some officials in the government department to see whether they can provide us land in Indonesia because we plan to build ""low-cost apartments"" to help those poor people own their own apartments at a low price.
