Just tell Governor Fauzi Bowo and his subordinates to eliminate corruption first, then repair damaged roads at their expense. MANOTAR TAMPUBOLON

It is a cycle effect, low quality of road construction as a result of corruption. Avoid corruption and sincerely build the best road at a one-time cut cost. Jakarta will then have good quality roads. YAYU FAUZI

The city administration should be held accountable for every cent it spent on road construction as well as road repair. The governor should teach his people the real meaning of transparency, accountability, discipline by giving good examples, and the taxpayers should have access to the city expenditures. Road condition is certainly an issue and damaged roads do need repair and preventative work such as proper drainage systems so the repair costs don't need to be spent again every year.
But Jakarta would get more bang for its buck in terms of road safety (perhaps that should be less bangs?) through improving driver/rider discipline and understanding of road safety issues and the impact of their undisciplined actions on the safety of themselves and others.
This could include better driver education and awareness campaigns (why it is unsafe to selfishly drive at 100 km/h down the emergency stopping lane while the rest of the lanes crawl along at 40, for example), better driver training and license testing, better pay for transportation department and police personnel so corruption does not result in dangerous drivers getting away unpunished.
Also, low cost infrastructure improvements such as dedicated motorcycle/bicycle lanes would be a cost-effective means of improving road safety for both motorists and motorcyclists. ANDREW KEITH
