It is not the President's failure because he isn't an engineer or a researcher. He is only a father. I think his people around him must be responsible for the matter. They must give complete information about everything to the President.
And if the President has enough information about everything, it will easier for him to make the decision.

Supertoy anecdote is not the first of its kind. This is the case of greed on one hand and lack of supervision on the other.
The word "toy" itself indicates something which is not real. But here this Supertoy is loved by the farmers and the President as well. Heru Lelono should be awarded Nobel prize for No. I cheater in Indonesia and the President should get one at the same time.

In relation to the Supertoy HL2 Project, the President seemed extremely eager to believe his advisor rather than the relevant minister.
Before making any decision, the President firstly should ask input/opinion from the relevant minister who technically should know more about the matter. As complementary, the President could get a second opinion from his advisor.
In this case, I think the President is not prudent and cannot manage well as he makes decisions which cause embarrassment.

Ignorance from the education system teamed with arrogance from the absence of any semblance of self-discipline and a total disregard for others (as seen on the roads and other public places every day) manifests as a total lack of understanding of the need for objective evaluation before the government should invest in and implement projects.
Hence the embarrassing gullibility we have witnessed in this instance and in many more.

Look at the bright side, you don't need to be a rocket scientist to be acknowledged as a world-beating and prolific researcher in Indonesia.
You don't even need to explain your idea in a scientific paper. All it takes is to know your President well, and you could be acknowledged as a research scientist or you could start a research think-tank and within four years you could be outsmarting all other scientists and multinational firms around the globe who have been pouring in billions of dollars annually for decades trying to figure out a new energy source or a world-beating new type of rice seed (the main staple of about half of the world population).
Susilo should have known better. We don't need post-graduate training to approach matters scientifically, rationally and realistically. Now I have begun to worry about my beloved country.
