India unveils security overhaul after Mumbai siege

India's top law enforcement official has announced a massive overhaul of the country's security and intelligence agencies in the wake of last month's Mumbai attacks.
Home Minister Palaniappan Chidambaram made the announcement Thursday in a speech to India's Parliament.
He says the government will beef up coastal security forces, create a national investigative agency, better train local police and strengthen anti-terror laws.
The measures are the government's first detailed response to the public outcry over security and intelligence failures in the attacks, which left 171 dead in India's financial capital.
Chidambaram has previously admitted to government "lapses" in the assault.
