This is my experience of getting a driver’s license at the Daan Mogot police office – I passed the written test, twice, as I refused to offer a certain amount of money. Then I gave up; I accepted their “help” by paying Rp 750,000 ($US68) to get a driver’s license for a motorcycle.

I think that the police force cannot be entirely blamed for being the most corrupt. Many government officials also cannot reject “dirty money”. This shows that violating the law doesn’t really matter in this country. All you need is cold hard cash.

Bribery in the police force happens due to the lack of working procedures and controls, mainly on those who are in the front line, who have the most connection with the public.
There are some steps that should be carried out: Create new operating procedures to prevent police officers from taking bribes; improve upper management’s control practices over their subordinates and consistently enforce them; apply a reward and punishment system (anybody who is suspected of bribing a police officer must be brought to court and severely punished); and improve police welfare in phases, in line with the state budget capability.

It is a fact that society has little trust in the police force and they have no respect for them because of their corruption.
Therefore, in order to cleanse the police force, one must start with the recruitment system. Currently the police recruitment system is a highly corrupt one.
It is no secret that police officer candidates must save a lot of money (millions of rupiah) so that they can pass the entry test. Therefore, when they become police officers, they have to be as corrupt as possible to get their money back.
We need an independent recruitment agency, whose members should come from various elements in society and who have a good reputation, such as Transparency International Indonesia, Indonesian Corruption Watch, the Corruption Eradication Commission etc.
The recruitment process must be transparent and controlled by the public.
I do not believe that the police force should do its own recruitment, they cannot be trusted. I have had many personal experiences of this. Police officers who are proved guilty of corruption should be punished severely.
