On Monday, the city administration called on motorists to ask attendants for parking receipts in order to better implement the new on-street parking policy.
The policy, enacted on Feb. 4, gives motorists one free day of parking after they park on the same street five times - as long as they can present five ticket stubs.
Vice Governor Prijanto said that by asking for the stubs, motorists helped the administration enforce the new policy.
A pilot of the policy has been conducted in four areas: Jl. Pecenongan and Jl. Juanda in Central Jakarta, Jl. Boulevard Raya in North Jakarta and Jl. Raden Patah in South Jakarta.
"Motorists should ask parking attendants for receipts, so we can control how many receipts are being issued each day, and improve transparency," Prijanto told reporters at City Hall.
He said that by asking for receipts, the administration's working unit would be able to give exact reports on parking revenue.
Prijanto said the policy was expected to accustom motorists to asking for receipts so the administration could supervise the parking fee system and eliminate illegal levies.
The 2006 bylaw on regional retribution regulating parking fees states that parking should cost Rp 1,000 for cars, Rp 2,000 for buses and Rp 500 for motorcycles.
In practice, however, road-side parking for four-wheeled vehicles is Rp 2,000 for the first hour and Rp 1,000 for each additional hour, and Rp 1,000 for motorcycles.
Some people have said the new policy is not effective.
"The people saying the parking policy as ineffective are likely to be those suffer losses because of this new system," Prijanto said. "But, we will go on with this *policy*."
