Jakarta Police warned over double parking fees

The parking lot of the city police headquarters has been found in breach of several regulations, as it has no operating license and charges higher fees than other parking lots, Jakarta administration says.

“The parking management has yet obtain a permit,” Jakarta Transportation Agency parking division head Benyamin Bukit said on Wednesday.

“We will issue a written warning. If it ignores the warning, we will seal the area,” he said.

The police parking lot is jointly operated by the police cooperative center (Puskopol) and a third party.

Many people have complained about the fees, saying they are charged twice; once on entering and then again when they leave.

The administration will check the parking fees with the city police, Jakarta deputy governor Prijanto said.

“The standard procedure is that motorists receive parking tickets on entering a parking lot and then pay a fee when they leave .... So, the parking management should not be charging clients twice.”  

A 2006 bylaw on regional retribution regulating parking fees stipulates that parking should cost Rp 1,000 for cars, Rp 2,000 for buses and Rp 500 for motorcycles.

In practice, however, on-street or roadside parking for four-wheeled vehicles is Rp 2,000 for the first hour and Rp 1,000 for each additional hour, and Rp 1,000 for motorcycles.

Prijanto denied allegations that the administration was reluctant to warn the management of the parking lot because it was operated by the city police.  

“That’s not true. It’s just a matter of a lack of control. We will check it soon.  

“If they really have no license to run the parking lot, they should immediately apply for a permit from the city parking unit.”

City police spokesman Adj. Sr. Comr. Chrisnanda had no idea about the issue.

Councilor Aliman Aat, the chairman of council Commission B on economic affairs, said the issue was proof that the law was not being enforced properly.

“The police is an institution whose main duty is to enforce regulations. The transportation agency should not keep silent about this issue,” Aliman said.

“I hope the city parking unit really has guts to impose sanctions on the violators.”
