JAKARTA: The Democratic Party (PD) denied Tuesday it had been using the Golkar Party as a "bumper" in the issuance of unpopular policies throughout the current presidential term.
"If someone feels that he *Kalla* was being used as a *bumper', then it was just part of the government management. Anyone within the government can be appointed by the President to announce a policy, but at the end of the day, the responsibility falls on the President, not the one making the announcement," PD central board member Max Sopacua said .
Vice President Jusuf Kalla said last week his Golkar Party had often saved the PD and incumbent President Susilo Bambang Yudhoyono by announcing unpopular policies. - JP

Well, as the highest leader in the government's body, the president can be appointed all of cabinet member include the VP to perform or announce such government policy, so it was very tendencious the JK's statement that used him and his political's party as a bumper
