The Pasuruan municipal and regency administrations have both raised objections to routine financial inspections conducted by the East Java Inspectorate, by firing off a letter stating a refusal to sign the proposed working program annual inspection (RKPT) by the East Java provincial administration this year.
The letter, signed by Pasuruan municipality secretary Setiyono, said the objection was in line with Government Regulation No. 60/2008 on the internal control system of an administration, which in principle states the provincial inspectorate is authorized to inspect working units at the provincial level and funded by the provincial budget, while the regency or municipal inspectorate is to supervise working units at the regency and municipal levels, funded by the regency and municipal budgets.
The provincial administration also received a letter with similar statements from Pasuruan regency, dated Dec. 31, 2008, and signed by regency secretary Mahmud Rief.
Based on both letters, East Java Governor Soekarwo sent a letter dated March 10, 2009, to Home Minister Mardiyanto, in which he said two of the 38 regencies and municipalities in the province were not willing to be assessed by the provincial inspectorate.
The Home Ministry's inspector general then responded by pointing out that based on Government Regulation No. 79/2005 on guidelines and supervision of provincial administrations, the provincial inspectorate could conduct supervision on the implementation of regency and municipal as well as provincial administrations.
Based on the latest report, Vice Governor Syaifullah Yusuf said both regions had verbally promised to revise the objection letters.
"This is just a miscommunication, and there is no political motive whatsoever behind it," he said.
