Nowadays, a lot of people in Indonesia are able to speak English at a basic conversational level. But when it comes to more specific issues, let's say science or IT, more work is needed.
Chrisitian Duncamb, director of English and Education Reform at the British Council, said recently that as the world becomes increasingly interrelated, mastery of English in specific contexts, such as that used for conducting research or business, is crucial.
He said that ensuring teachers of subjects other than English have an adequate proficiency in English is important for the realization of the government's policy on English Bilingual Education (EBE), which aims to see at least one international-standard school in every province, at which many classes are taught in English.
Since 2006, 112 schools have applied the EBE.
"A teacher is one of the most important key players in shaping a student's mind, especially those in the early stages of education. So there should be a guarantee that teachers have first mastered English so they can convey the message correctly," British Council education advisor Itje Chodidjah said on the sidelines of a recent symposium on bilingual education.
Based on her experience as a trainer, it takes at least two years before a teacher can really teach in English.
In addition, she said, the government should also assess teachers in order to gain a complete picture of their ability, including their knowledge of the content to be taught and their mastery of English.
"The ministry's Education Excellence Institute (LPMP), which has trainers in all of its chapters, can do this assessment," she said, adding that the trainers must first undergo training themselves. "This is where the British Council comes in."
The British Council has been cooperating with LPMP to train English teachers in several primary schools.
However, Itje is not yet sure when the training for trainers will be conducted as the thorough plan is still being deliberated. But several areas of focus have been identified including pedagogical ability, language level of teachers and learners and knowledge of the materials.
Director general of primary and secondary education at the ministry, Suyanto, said that although the policy had not progressed much, the government would continue to work on it and support schools in need of help.
As part of a similar effort, the Cultural and Language Faculty of the University of Indonesia (UI) also recently held training sessions for English teachers from 25 high schools in Depok, West Java.
Indah Welasasih Ludji, the coordinator of the English writing workshop, said that the training was held to help students prepare for English writing tasks in college as well as to prepare the teachers themselves so that they may comply with the government's policy on international standard schools.
"Many students may be able to speak English fluently, but not all of them know how to write scientific papers, or even write at all in English. And that often happens here," she said, adding that the training covered how to write functional and narrative prose as well as essays.
"In the future, we hope we can reach other schools outside Depok."

English rose into prominence in Indonesia due to the reason of disappointment by the things that other countries did do than by the ones community around Indonesia did do. Short understanding of was the reason why it was not given a chance and making it less prioritized than other subject (let's say economics). Well, now English stretches out even further than we could imagine it. The TV commercials and media contents rippling through the entire community we're influence with are using English to enrich their expression describing the product in commercials or content of the story in media. While the community are still vague about lyrics sung in the Sound of the Music, quite many of them will "click" if words like "cinema, excuse me, and thank you" are mentioned. While these are still the basic requirements to English, most things that English has to offer, the community are far far from having those core skills. I'm talking about creativity, imagination; and understanding of different expression from various settings. Imagine two people are given a test for competing the brightest light in a dark room are equipped with two different instruments. One person with a candle and second person with a Maglite flashlight. The person holding a candle tends to shy away or in this case he blows his candle when noticing his friend has brighter instrument (yes, of course, you could expect a lot from a Maglite's brightness). Indonesian attitude is exactly the same which always disappoint any country who wants to test the people in a dark room for having the brightest light. Sure we are far behind in technology but it doesn't mean we should be far behind with our brain power. The best person who won this contest is a small kid versus the information technology career man. And guess who held the candle? The kid. What did he do? Simple he took some books which are already inside the room and rips off some pages to make a small campfire. The kid won the contest because of he simply glowed the entire room. (Please don't ask 'did the two people got trapped in the room full of fire?'; that's not the point). The point is Indonesian people failed to make small efforts to study English and English literature, thus this chain reaction like attitude made testers all over the country to continue to be disappointed. Word to the wise, if English-speaking countries base their entire education in English, then why are some of you still struggle because of it? Why are you still trying to beat around the bush and try to translate it into Indonesian? I don't get it. Will never get it. English ability is important, indeed in this globalization era. Thus, if the schools are able to equip the teachers as the role models of education with English Language, it will be a great benefit.
The content of our curriculum is quite compact and the level is higher. Thus, if we are able to develop our students' abilities and intelligence by teaching in English, it will create a mutual circumstance for the education in Indonesia.
Yet, as bilingual teachers, we should not mix the two languages (English & Indonesia) in the conversation. At least, finish one sentence in one language. Don't make any sentences by mixing the languages.

first of all, learning of English is not easy it may take several years to be able speak english fluently, in this case, the Indonesia Goverment should be aware of English beneficial due to Globalisation era is subsequently coming up into our communitity in which it may infact to competitive of getting Job harder for local people, in the future people are from overseas may be coming to us to find out of job and currently, so many employer require an english test performed prior recruitment. so??? The Indonesian Goverment should apply this english curriculum to indonesian curriculum as the priority, otherwise, we will be left behind by others developing country such as Fhilipina, Malaysia, Singapore and so on. I have been observing that those countries are more competitive in english than us (Indonesia) as a result, they are able to go overseas to get a job there due to their english are fluent.

it is important for the teacher to speak english cause it is a language many people speak in the world also there are many literature are written in english, eventhouh for the english teacher is not only able to speak but must be a mastery of enlish.in my experience, there are many english teacher at school, they have very bad speaking english cause, first, they are not confident to speak english just know the theory. second, they are lazy to improve their skill in english, it is a big problem.

I am one of productive teachers at Vocational school, as my school now become an International based school, it is needed to all teachers to mastery English well, are conducted to teach and provide teaching aids in English, is there any chance to one of us to join this program please? thank you.

The English Teachers of elementary, junior and senior school are very lack of speaking capability, this is the fact in the field when the training of the trainers conducted. We agree that BC and LPMP and respective Department of Education of the province make good collaboration to handle and make the solution to overcome the weakness of lack speaking capability of all the teachers in all level.
I strongly agree that the EBE can be started and implemented in all level of schools.

Based on my personal experience, the problem that continually arises is the feeling of incapability among teachers, especially senior ones for whom more and more encouragement and motivation are strongly needed.
