U.S. President Barack Obama has declared the swine flu outbreak a national emergency, but Philippine Health Secretary Francisco Duque has allayed fears of a possible renewed upsurge of swine flu cases in the country, saying the system to address the problem was already in place, and 99 percent of local patients eventually recovered.
