ITC votes for anti-dumping duties on RI, China coat paper

The International Trade Commission has voted 6-0 to make an affirmative injury determination in the petition to impose anti-dumping and anti-subsidy duties on imports of coated paper from China and Indonesia.

Terry Hunley, managing director or Global Paper Solutions, importer of Asia Pulp & Paper (APP) products in the US market, expressed on Friday his disappointment with the ruling.

“APP has maintained throughout, and will continue to argue, that the trade case against coated paper imports from China and Indonesia is totally unwarranted. Contrary to the petitioners’ claims, there has been no significant growth in market share by producers in China and Indonesia since the ITC rejected an almost identical case in 2007,” Hunley said in a statement.

Three US paper producers had accused the Asian companies of receiving government subsidies and then dumping in the US market.

Hunley said he was concerned about the case’s negative impact on the US trade ties with its major Asian trading partners. “The ITC’s vote is particularly untimely as President Barack Obama prepares this week to attend the APEC Leaders Summit and his first visit to China,” he said.
