The head of the Jakarta Building Supervision Agency (P2B) Hari Sasongko may revoke the license of developer PT Jagat Baja Prima Utama, builder of the two-story structure in Metro Tanah Abang shopping center that operated without a permit.
"It may be temporary or permanent, depends on our investigation," he said on Thursday, as quoted by tempointeraktif.com.
The extension that was constructed for toilets collapsed on Wednesday, killing four and injuring 12.
Two of the fatalities, Mubasirin, a fabric merchant, and Hurdi, a coffee vendor, were found on Thursday while the other two, not three as earlier reported, were found a day earlier.
Twelve others were injured in the incident and are being treated at five hospitals in the city.
All four bodies have been returned to their families.
The administration has promised compensation to the families of those killed and injured.
Hari said he would investigate and demolish the illegal structure soon after police finished their investigation. City police have asked the administration wait for two or three days to investigate the area.
Police have questioned five workers and two employees of the builder in the case but has not yet named any suspects.
Police spokesman Sr. Comr. Boy Rafli Anwar said if they found negligience on behalf of the builder as the cause of the incident, its owner may face up to five years imprisonment.
"If *company officers* are found guilty of negligience, it means that they have violated Article 359 *of the Criminal Code* on negligience causing severe injury or death," he said as quoted by vivanews.com.
Earlier, building manager of the center Sutarto Haryono claimed his company had attained all licenses required to build the extended structure.
He said the building's management started the extension project four months ago and had expected to finish by July next year.
Sutarto denied the incident had anything to do with management.
"If there is any misconduct in the building process, it is the responsibility of the developer," he said as quoted by Kompas daily.
Sutarto speculated that Wednesday's accident was due to weak construction that was destabilized by heavy traffic in the area.
