To improve the quality of public services in the country, the government has been asked to consider about reviewing the organizational structure in government institutions which have been overcrowded as well as enhancing personal competence of its personnel, an expert says.
"Many people say it is the low salary which dominantly triggers a government officer to collect levies from the public when giving services," University of Indonesia's state administration expert Roy Valiant Salomo said Thursday during a discussion at the university's School of Social and Political Sciences.
"But it is also important for the government to immediately review institutions which either have too many officers or have no clear and open procedure on public services."
With a high level of uncertainty on the bureaucratic procedures and length of the administration process, it is common for Indonesian citizens to commit bribery practice to easily deal with the country's "complicated" bureaucracy.
Roy also suggested the government to immediately implement the newly-passed 2009 Public Service Law which could guarantee the public about the minimum standard of service the public must receive from all kinds of public institutions.
"The government must also disseminate the law to the public so that they can push the institutions to meet the standard of service it has publicly stated," he said.
