The Tangerang municipal legislative council is reviewing a bylaw that limits the area in which pedicabs (becak) can operate across the municipality.
Ella Silvia, chairwoman of the council's legislative body, said Thursday that the bylaw is being revised because it is regarded as ineffective.
“The bylaw is disregarded by pedicabs, many of who still operate on main roads,” she said.
The municipal administration issued the 2004 bylaw, which bans becak from operating on main roads.
Mayor Wahidin Halim said at that time the bylaw was aimed at limiting the areas in which becak could operate, following road users complaints of becak's contribution to traffic congestion.
