The security forces were never fully reformed, most of the military still thinks in terms of dwifungsi (dual functions).
Almost no one has been tried or even compelled to apologize for all of the countless human rights abuses since 1965.
So why should we be surprised if security forces get out of hand, or that citizens assume the worst
of them?

Why does such brutality occur? You ask millions and there will be millions of responses. But the most likely reason is that there is fuel and a spark.
The fuel is social injudicious and the spark is those who have caused it. That is the main reason, I think.

The brutality occurred because the city public order officers provoked the “war”.
Hundreds of them came there dressed in armor and carrying clubs and sporting angry expressions on their faces, and they were also backed up by a number of policemen in their attempt to clear land near the sacred tombstone of Mbah Priok.
For the People of Priok, Mbak Priok is a very respected figure. Messing around with him is like declaring war on his followers.
Besides, the city public order officers have been stereotyped as the enemy of the marginalized people because they often take stern measures to evict them.
This bloody incident would not have happened if those parties involved had prioritized dialogue rather than procedures, which are often manipulated.
