China is the proxy carbon emitter for the US and the West ever since major manufacturing moved from the West to China.
In the end, 20 percent of global resources are consumed by 5 percent of
the population (i.e. the US). Taking that into account, the US might
still be the largest cause of emissions, even if on paper they come from
China!
And what is the US doing to curb its emissions? China is investing in
high speed rail (unavailable in the car-centric US). The US military (by
itself one of the top ranking emitters) is playing the “liberator” in
strategic energy locations.
