em>The Presidential REDD+ Task Force is in charge of the programs under the Indonesia-Norway bilateral agreement. The task force’s head of legal review and law enforcement and deputy of the President’s Delivery Unit for Development Monitoring and Oversight (UKP4), Mas Achmad Santosa, talks about the progress of the work.

Question: What are the main achievements of the one-year moratorium?

Answer: Communication among governmental institutions and inclusive efforts to reach people relevant to the policy. Our history reveals segmented institutions regarding forest management and massive
deforestation.

It is not easy to break the long-frozen ice between institutions. The forest map is a sign of transparency and citizens could report any violations.

Is there any indications of emission reduction?

The forest protection scheme is not perfect yet. Task force chief Kuntoro Mangkusubroto invited all relevant stakeholders to participate. The best way to protect the forest is through active participation of forest-dependent communities.

There is much homework due to the map revision in the first year. We have to integrate land allocation data and permits. This process is ongoing, and will eventually result in accuracy in one map as the only reference to reduce emissions and deforestation.

The Forestry Ministry has recorded a decrease in deforestation in the last 10 years. A single map will significantly control permit issuance in primary forests and peatland.

Considering similar cases of the potential involvement of sovereign wealth funds in illegal deforestation, what will the task force do?

First, the task force will demand that strategic environmental assessment, as stipulated in the 2009 law on forest protection and management, be implemented at all levels. Second, safeguards will mitigate the degrading environmental and social impacts of deforestation and will be a component in the REDD+ financing mechanism strategy. Rules on investment will be included.

Third, the task force will also promote tenurial certainty among local communities. It should be followed by free, prior and informed consent (FPIC) so that they are involved in every part of decision-making process.

Has the task force prepared a case reporting mechanism and conflict resolution?

Reports on violations in forest areas and peatland have begun and we have a special team for it. Conflict resolution involves many institutions. We directly report the cases to the President.
