Argumentative: Health Minister Nafsiah Mboi (center), accompanied by Deputy Health Minister Ali Gufron (right) and Health Ministry secretary-general Ratna Rosita (left), spoke to the House of Representatives’ health commission in Jakarta on Monday. Nafsiah said that the policy to give free condoms to teenagers and students was part of the government’s efforts to curb sexual transmitted disease and was not meant to condone casual sex.
