“Currently, 15 regencies and mayoralties are still in the process of completing the e-ID registration. We will adjust according to the situation,” said West Java provincial administration’s head of administrative affairs, Endjang Naffandy, in Bandung on Monday.
He added that the population data of 11 regencies and mayoralties which had completed their e-ID process would be used as a basis for voter registration. “Sumedang regency and Sukabumi municipality for example,” he said.
Endjang said voter registration would use the Population Administration Main System database.
If a regency or mayoralty has just finished organizing its local election, the voter data would be used to prepare the eligible voters’ list and later handed to the West Java General Elections Commission (KPUD).
The voter registration will be carried out before the DP4 is handed to the KPUD by Sept. 27, 2012, which has been adjusted for the West Java gubernatorial election slated for Feb. 24, 2013.
However, West Java KPUD head Yayat Nurhidayat said the database to formulate the DP4 should not use that of the e-ID. “Because the e-ID process has not been completed and duplicate population data has not been eradicated yet,” said Yayat.
Yayat expressed concern that if duplicated voters’ data was included in the DP4, it would create problems come election day.
“I fear a similar situation to Jakarta, so based on my opinion, the e-ID data should not be used at the moment,” he added.
Based on preliminary calculations, the number of eligible voters in West Java could be as high as 34 million. The number could still rise or fall depending on verification in the field.
“The number remains uncertain because the registration process is still ongoing,” said Endjang.
The estimated number of voters will rise sharply compared to the presidential election in 2009 with only 29 million voters.
“Technically, the KPUD will notify the West Java governor to submit the DP4 on Aug. 28, 2012. Up until then, we will continue to coordinate voter data,” said Yayat.
The West Java gubernatorial election process will commence on July 24 with the recruitment of district election committee workers and poll workers.
