tate owned airport operator Angkasa Pura II (AP II) is set to start the first expansion phase of Soekarno-Hatta International Airport in Cengkareng, Banten, west of Jakarta this week, a company executive said.

AP II corporate secretary Trisno Heryadi said that the first phase would begin on Thursday and President Susilo Bambang Yudhoyono was scheduled to launch the ground-breaking ceremony.

“The President himself will launch the expansion of Soekarno-Hatta International Airport because this airport is the face of Indonesia and it is certainly a big project,” Trisno told The Jakarta Post on Saturday.

He said that the first phase would include the construction of a new apron and expansion of Terminal 3 which serves budget carriers such as Mandala Air, Indonesia AirAsia and Lion Air on its Denpasar route.

The company expects to finish the first phase of construction next year so that it will be able to operate in early 2014.

By spending more than Rp 800 billion (US$84.8 million), AP II will set up an apron that will be able to handle up to 30 wide-bodied aircraft such as the Boeing B747 and Airbus A330 and increase the capacity of terminal 3 to 25 million passengers.

Terminal 3, which entered operations in April 2009, is designed to accommodate 4 million passengers. However, it has been operating at overcapacity, and it handled 5.6 million passengers throughout last year.

Based on data from the Transportation Ministry, the number of passengers passing through Soekarno-Hatta reached 51.1 million in 2011, more than 132 percent of its maximum capacity of 22 million passengers a year.

The figure is predicted to reach 58.7 million passengers by the end of 2012.

“Thus we need to start the expansion of Soekarno-Hatta immediately and accelerate the construction because the airport is too crowded,” he said.

In addition, he said that the expansion project would not affect the activity of the airport during the Idul Fitri exodus when Muslims return to their hometowns.

He said that the company would collaborate with every party in the airport to manage the traffic.

In order to support the government’s Master Plan for the Acceleration and Expansion of Indonesian Economic Growth (MP3EI), AP II intends to expand the annual passenger handling capacity of the airport to 71 million in the next few years.

The cost of the expansion program would exceed initial estimates of Rp 11.75 trillion.

The expansion project is slated to include the revitalization of Terminals 1 and 2 and the development of Terminal 3, the cargo terminal and other supporting facilities.

An integrated building connecting Terminals 1, 2 and 3 has also been planned. Runways 1 and 2 will be reconfigured by adding a taxiway and parking spaces for 174 aircraft aimed at increasing the number of aircraft processed from 52 to 62 per hour.

Runways 3 and 4 will be built to the north of the airport to further increase the number of aircraft served from 62 to 234 per hour.

The renovation has affected the terminal used by haj pilgrims, leading AP II to build a terminal for haj pilgrims at Halim Perdanakusuma Airport in East Jakarta.

Construction on the haj terminal is slated to start in the third quarter of this year and it is expected to finish in early 2013.

Moreover, flight operations of three airlines will be moved to Halim Perdanakusuma in order to provide more room for the expansion.

Garuda Indonesia’s strategic business unit Citilink Indonesia, Merpati Nusantara Airlines, and Lion Air’s full service airline Batik Air will have to run their operations from the East Jakarta airport in 2013.
