The government has allocated Rp 600 billion (US$62.56 million) to develop creative economy-based tourism in Yogyakarta, Surakarta, Bandung and Malang, all in Java, as well as in Bali and West Sumatra.

Your comments:

Indonesia attracted 7 million tourists in 2010 with very unstable projected growth in the subsequent years, for disaster and security reasons.

Far less tourism compared to surrounding countries. Start with a proper analysis of the country and its possibilities/opportunities.
