Antigraft and police watchdogs suspect that the sudden arrest by the National Police of Papua policeman Adj. First Insp. Labora Sitorus was part of plot to protect higher ranking officers who could be dragged into the mire of a major graft case.

The police are considered as the worst institution still in existence after the New Order regime. Its power is just too strong; hence, decentralizing it must improve its accountability.

The President must be sensitive in the handling of the bad public perception of the police.

The President needs to establish a regulation to instruct the police to transfer every corruption case involving the corps to the KPK.

This regulation may look like it undermines the police. However, it improves police credibility in the long run.
