he U.N. chief says al-Shabab Islamic extremists are routinely killing civilians in attacks on soft targets and have regained some territory in areas where a security vacuum emerged, despite efforts by the new federal government to consolidate peace.
In a report to the U.N. Security Council circulated Monday, Secretary-General Ban Ki-moon said eight months after it was formed, the government "is on the right path to bring stability" to the country.
It has intensified efforts to establish credible state institutions and reach out to areas outside Mogadishu which are not under federal control, he said.
But despite the "highly commendable efforts" of the government, the African Union peacekeeping force, and allied troops, Ban said "al-Shabab's presence continues to create insecurity for the civilian population, state institutions and international actors."
