andung Police have arrested GL, 20, a suspect surrounding the forgery of a letter ordering civil servants in the Bandung city administration to attend a free-sex ritual, and are evaluating his mental health.

Chief detective Adj. Sr. Comr. Trunoyudho Wisnu Andhiko said on Tuesday that the examination was needed because the suspect often gave conflicting statements that were unrealistic.

'Physically he is healthy but not mentally. His family has tried to help him,' he said.

'That's why we've requested help from the West Java Police psychological department to check his mental health. We cannot yet reveal the results as that will be the provincial police's responsibility.'

GL was named a suspect after the police searched his boarding room in Caringin and found letters with the Bandung Library and City Archive letterhead.

A forged letter using the official letterhead caused commotion at the Bandung city administration for instructing civil servants to take part in a free-sex ritual.

Signed Jan. 21, the forged letter was signed by office head Muhammad Anwar, who then filed a report with police on May 29.

GL said he acquired the letterhead and seal from his mother, who is an employee at the city library.

The police have questioned 12 witnesses, including GL's mother, two of his siblings and employees at the city library.
