'We decided to return the suspect to his family on Sunday because according to the law, his mental illness made him ineligible to face prosecution,' city police spokesman Sr. Comr. Rikwanto told reporters at his office on Monday.
He said S' family members told the police they planned to send S to a mental hospital for treatment.
The Jakarta Police arrested S at his house in Bendungan Hilir, Central Jakarta, at 11 p.m. on Saturday, July 13, for allegedly mutilating SA.
S, who was unemployed, admitted that he had mutilated his mother, but he said he did not kill her.
He said SA died from an illness and he did not know what to do with her dead body. He said he mutilated SA's dead body when it began to decompose.
The mutilation first came to light when S' brother, B, visited the house where S and his mother lived. B, who was suspicious of his mother's absence, searched the house with the neighborhood unit head to find his mother, only to find her mutilated body.
After S was arrested, he was taken to Sukanto Police Hospital to undergo psychological tests. The hospital released S' examination results last Thursday.
'Based on our examination, S suffers from a severe mental illness,' the head of Sukanto Police Hospital's medical service unit, Ibnu Hajar, was quoted as saying on Thursday by kompas.com.
He said S often appeared overwhelmed during the examinations.
'Sometimes he cried and sometimes he got angry during the examinations. He told us repeatedly that he was not sick and he didn't kill his mother,' he said.
Rikwanto said the police could not determine the cause of SA's death as Cipto Mangunkusumo General Hospital (RSCM) in South Jakarta had not yet issued the latter's autopsy results.
'Doctors from the RSCM are still analyzing SA's skull and shinbones. They will draw conclusions as soon as the autopsy is completed,' he told reporters at his office on Tuesday.
He added the police still had a responsibility to find the cause of SA's death despite the fact that S' case was dropped due to his mental illness.
'We haven't stopped our investigation into SA's death,' he said. (ogi)
