In its verdict, the eight-member panel of justices, said that no evidence could be found to support the claim that the incumbent Governor Sukarwo had channeled money from the local budget to pay for his political campaign.
'On the contrary, the governor had issued an order for officials to maintain their neutrality,' interim chief justice Hamdan Zoelva said in the verdict.
Khofifah filed his suit after losing the gubernatorial election in August.
Khofifah's campaign team had collected evidence that in some regions, residents had received packs of instant noodles along with election literature encouraging them to vote for particular candidates.
The team also claimed that 6,000 eligible voters in Pasuruan regency, supporters of Khofifah, were not invited to polling stations to cast their votes.
