KPU commissioner Arief Budiman said on Tuesday that the regulation listed specific requirements for pollsters who wanted to conduct and publish election surveys. 'The point is whoever wants to conduct surveys has to register with the KPU,' Arief told reporters at his office at the KPU's headquarters in Central Jakarta.
He said that survey agencies could register at KPU branches in the region depending on the area of their surveys. 'If the area of the survey is across multiple regencies, they could apply at the provincial KPU,' said Arief.
The KPU said pollsters should register at least 30 days before election day. During registration, they should declare the legal status and structures of their institutions and where they got the money to conduct the surveys.
Arief said pollsters would have to clearly explain their source of funding to ensure they were not biased toward specific political parties or presidential candidates. 'Their funding has to be legal. They should not have any tendency [in favor of a particular party]. If they received funds [from political parties], it means that they have affiliations,' Arief said.
