Acting Jakarta governor Basuki 'Ahok' Tjahaja Purnama has called on businesspeople, including event organizers, in the city to report any kind of extortion conducted by his subordinates.
Ahok told reporters on Monday that he had said countless times as deputy governor that he was open to hearing any complaints, including on illegal levies and extortion, from residents.

It's the same old story and the solution is so simple. People do what they can get away with. So, make it so they can't! Make extortion a major crime. Make corruption a major crime with punishment appropriate and proportionate to the crime.
It's not the fault of the government or even those 'subject to shakedowns' (victims), but the endemic corruption that permeates every level of society. If you don't pay, you find yourself marked and targeted everywhere you go! It's not just the low-level officials but includes superiors, the police and practically everybody else.
To wipe this cancer out of our society, you need to buy and install a lot of cameras and recording devices at home, in the office and everywhere you can think of.
