Corruption Eradication Commission (KPK) prosecutors demanded on Tuesday that a former director of construction company PT Adhi Karya, Teuku Bagus Mohamad Noor, be jailed for seven years for his alleged role in the Rp 2.5 trillion (US$211 million) graft case involving the Hambalang sports complex project in West Java.

KPK prosecutors also asked the panel of judges at the Jakarta Corruption Court to order Teuku to pay Rp 300 million in fines or serve another six months behind bars and to pay Rp 400 million in restitution. '€œOur evidence during the trial has revealed that the defendant is guilty of corruption,'€ prosecutor Kresno Anto Wibowo said at the court
on Tuesday.

The Youth and Sports Ministry, which was in charge of the project and at that time led by former Democratic Party politician Andi Mallarangeng, rigged the project on behalf of Adhi Karya in 2010, thanks to an 18 percent commitment fee paid by the company to a number of ministry officials and lawmakers at the House of Representatives in exchange for Rp 543 billion worth of construction work on the project.

The defendant has also been accused of skimming a Rp 4.5 billion slice of the Hambalang money for personal gain.

KPK prosecutors further accused Teuku of enriching a number of people using money taken from the project. He allegedly paid Rp 2.1 billion to former Dems chairman Anas Urbaningrum, who is also a suspect in the case, Rp 6.5 billion to Andi'€™s former secretary, Wafid Muharram, Rp 2.5 billion to House budget commission member from the Indonesian Democratic Party of Struggle (PDI-P) Olly Dondokambey and Rp 1.1 billion to chief of financial and internal affairs at the Youth and Sports Ministry, Deddy Kusdinar.

The KPK also claimed that Rp 4 billion and $550,000 was given to Andi through his brother Andi '€œChoel'€ Zulkarnain Mallarangeng and Rp 3 billion to former head of the National Land Agency (BPN) Joyo Winoto.

KPK prosecutors also charged Teuku with corruption for illegally subcontracting construction work worth Rp 142 billion to PT Global Daya Manunggal, a company backed by Choel although the company was not specialized in
construction work.

Teuku also illegally subcontracted Hambalang work worth Rp 328 billion to PT Dutasari Citra Laras, a company affiliated with Anas, a Rp 3 billion project to PT Aria Linga and a Rp 56 billion project to 36 other companies.

Deddy is the first Hambalang perpetrator to have been sentenced in the case, while currently Andi is standing trial for allegedly misusing his authority in the Hambalang project. Meanwhile, Anas is also standing trial for allegedly receiving gratuities from Adhi Karya.

Teuku will appear in court next week to present his defense against prosecutors'€™ demands and in the following week the court is slated to read its verdict on Teuku.

As of today, the KPK is still completing the dossier on the last suspect in the case, Dutasari president director Mahfud Suroso, who has been accused of receiving Rp 18 billion from the Hambalang money.

However, the KPK emphasized that its investigation into the Hambalang graft was not yet over and it was still collecting more evidence to uncover the involvement of other culprits in the case. '€œThe investigation is still ongoing,'€ KPK spokesman Johan Budi said.
