It is indeed a very smart idea to form as many as 17 islets while forming a giant seawall at the sea gate of Jakarta.
The system will not only allow for expensive housing complexes. It will also reduce (if not eliminate) the perennial flooding that takes place in Jakarta, especially during rainy seasons.
What is more, it will give access to a more accommodating harbor and improve our present one, which is not only too small but is also inadequate for accommodating our ever growing economic development requirements.

I would be more impressed with this US$25 billion splurge if it could be explained how building attractively landscaped bird-shaped islands in the sea is going to raise the 25 percent of Jakarta that has already subsided down to or below sea level.
While the longer term future flooding risk is seaward, the immediate flooding risk is landward from the uncontrolled urbanization spawned by corrupt releases of land for speculative 'development' without adequate infrastructure (read drainage) ' developments that typically convert poorly draining soils into nearly 100 percent impervious roofs and roads.
