The quality of learning experiences at school to produce well-mannered students is determined more by the successful and meaningful interaction between students and their teachers, among students themselves and close engagement between students and the learning material.
Students' character is developed by teachers' active involvement in giving corrective feedback and good examples of behavior to follow. It is not shaped by cumbersome questionnaire-based evaluations on their behavior as prescribed by the 2013 curriculum, which is a mere activity in observation.
The strong focus on morality development will lead students nowhere as long as the community and schools do not provide a moral compass.
Teachers' and parents' full care for students will create a strong sense of belonging and self-esteem, which will later create responsible and polite students.
