The government is tinkering with options in anticipation of looming financial trouble in the national health insurance (JKN) program caused by soaring medical bills submitted to the Healthcare and Social Security Agency (BPJS Kesehatan).

One may suspect that hospital claims might be either hugely inflated on individual bills or there is a pool of ghost patients, who may be constructed of data the hospitals have of past patients.
Let's not forget - this is Indonesia and the bureaucracy has its loopholes purposefully installed so any control mechanism in place can be easily circumvented.
One strong hint might be that private hospitals have in the past complained about unfavorable rates for medical services.
