If they want to improve it they must look at what made tourism a success in the first place.
Bali is the main destination. It's about the surf, sun, clean beaches, being able to buy a beer on the beach, being inexpensive, having a low crime rate and having police officers with integrity. However, as Bali now only has sun and surf, it's really only just another destination.

Cancel the US$35 visa on arrival. Scrap proposed laws on alcohol. Eliminate the obvious hate toward foreigners. I could go on and on but you get my drift.

Indonesia should be able to exploit its own mineral resources without foreign help.
It should be able to identify the problems plaguing the country and make immediate attempts to rectify them. It should be able to conceive of a concept of morality that goes beyond mere sexual relations.
