Sukarman, a community unit head who lives in one of the blocks, which were built in 2014, said on Friday that he was forced to buy clean water from his neighbor for daily activities like bathing.
'We cannot use the water, which looks like tea, for washing our bodies. We can get skin rashes and the body does not feel fresh,' he said, as quoted by kompas.com.
Sukarman said that although he could access clean water easily, he hoped that the apartment complex's tap water could become clean, so he did not have to carry water in jerricans to his unit on the fifth floor.
Fifty-year-old Tedyi, the water vendor, said he and his neighbors previously bought bottled water for daily activities but the cost was too high.
'I then decided to buy water from Tangerang's [city-owned water operator] PAM and sell it to the tenants once a week with a truck,' he said.
