Vice President Jusuf Kalla has said the government will not create a new institution for the implementation of Sustainable Development Goals, a 15-year United Nations program to tackle poverty and some of the world'€™s other biggest problems by 2030.

'€œThe UN program will be integrated into the National Mid-Term Development Plan [RPJM],'€ Kalla said at a press conference on the sidelines of the 2015 Sustainable Development Summit at the UN headquarters in New York on Friday.

Kalla said he had asked ministries and related institutions to change the nature of their development planning paradigms from a remedial to a preventative approach.

Concerned that SDGs were cross-sectoral in nature, the Vice President said he would assign the National Development Planning Agency (Bappenas) as the coordinating body of the implementation of the UN program.

'€œIf it is handled only by the Health Ministry, it will not run smoothly, because this program is cross-sectoral in nature,'€ said Kalla.

Commenting Kalla'€™s statement, International NGO Forum on Indonesian Development (INFID) senior advisor Mickael Bobby Hoelman said a joint secretariat for the implementation of SDGs was neither a new office or a new institution.

'€œA joint secretariat is a new way of organizing public participation in the implementation of the SDGs,'€ Mickael said.

'€œIf public participation is successful, this will show that the President Joko '€œJokowi'€ Widodo and VP Kalla administration has considered a new way to avoid the failures we saw in the implementation of the MDGs,'€ he added, referring to the Millennium Development Goals, that the SDGs replaced.

Concerning the MDGs, which expired this year, the UN has said the Indonesian government has been off track in implementing four out of eight MDG targets. They were targets in reducing maternal deaths during childbirth, reducing the number of people infected with HIV, ensuring environmental sustainability and providing adequate access to drinking water and proper sanitation for the people.

'€œThe government adopted the MDGs around 10 years after the program was adopted in a UN meeting,'€ said Mickael, adding that the MDG implementation failures were also due to a lack of public participation. (ebf)
