Jakarta won 5-2 to top Pool B with a perfect nine points. The other two wins were over West Papua and Yogyakarta, whom they beat 2-0 and 1-0 respectively. In Pool A, Papua was also unbeatable with nine points.
In Wednesday's match, Jakarta took the initiative by penetrating East Java's defense. Anas Wahyudi took the first goal in the fifth minute before Johan Budiman took the second three minutes later.
East Java reduced the gap through the skills of Erwan Prasetyo before the break.
Ilham, Safri Madona and Dadan took the other three goals for Jakarta in the second half, while Fatahillad scored one for East Java.
The tournament included 11 men's and nine women's teams with the top seven in each division qualifying for the 2016 National Games in Bandung.
'We appreciate the players for their spirited playing. They were fired up [hoping] to bring their teams to Bandung,' Indonesian Hockey Federation chairman Erizal Azhar said.
In another match, the North Sumatra men's team overcame Central Java 5-1.
