On March 31, 1949, Sjafruddin changed the composition of the Cabinet to the following:

On May 16, 1969, the Emergency Government established the office of the commissioner in Java consisting of:
1.Minister of Justice : Susanto Tirtoprodjo
2.Minister of Food Provision : IJ Kasimo
3.Minister of Religious Affairs : KH Masjkur
4.Minister of Home Affairs : Raden Pandji Suroso

*1) The emergency Cabinet was formed after the Dutch occupied Yogyakarta, then the capital of the Republic of Indonesia, on Dec. 19, 1948. President Sukarno and Vice President Mohammad Hatta were arrested. Sukarno gave a mandate to Sjafruddin Prawiranegara to form an emergency government called the Emergency Government of the Republic of Indonesia (PDRI) in Sumatra.
