span class="inline inline-left">A consortium of five state-owned enterprises led by construction firm PT Adhi Karya is proposing to build a new monorail system that will continue the saga of the long-stalled project.

Adhi Karya president director Kiswodarmawan said on Thursday that the consortium chose to begin the project with the East Bekasi (West Java)-Cibubur (East Jakarta) route as many vehicles traveled via the Jagorawi and Cikampek toll roads to get downtown.

Two other priority lines will connect Cibubur to Cawang, East Jakarta, and Cawang to Kuningan, South Jakarta.

“Our target market for the 39 kilometers of the three-line monorail system is middle-income people who use private cars to commute between Jakarta and Cibubur and East Bekasi,” he said during an open pitching session at the Transportation Ministry.

The session was also attended by Deputy Transportation Minister Bambang Susantono, Jakarta Governor Joko “Jokowi” Widodo, the Bekasi mayor and regent, transportation experts, activists and Jakarta Transportation Council members.

Kiswodarmawan said tickets would likely be priced at Rp 15,000 (US$1.54) for the East Bekasi-Cibubur and the Cibubur-Cawang route and Rp 10,000 for the Cawang-Kuningan route.

The monorail would travel the Cawang-Kuningan route for 15 minutes, the Cibubur-Cawang route for 18 minutes and the East Bekasi-Cawang for 24 minutes, he said.

He said stations situated in West Java would be built adjacent to the Cibubur and Bekasi toll gates. Commuters could park their cars nearby and take the monorail.

“Commuters could save 573,000 liters of fuel, or Rp 5 billion, per day if they switched from private cars to the monorail,” said Kiswodarmawan.

He claimed that the monorail system would be the best solution to the city’s traffic woes as it hardly required land acquisition, thus it could be built immediately.

“We also plan to invest in this project, so the Jakarta administration does not need to think about its funding,” he said, adding that an estimated Rp 8 trillion was needed to fund the project.

“The consortium will fund 30 percent of the project, while the remaining 70 percent will be financed through loans.”

Other firms in the consortium are toll road operator PT Jasa Marga, train manufacturer PT INKA, telecommunications firm PT Telkom and electronic components maker PT LEN Industry.

Kiswodarmawan said he hoped that the government and the Jakarta administration would support the project by allowing the construction of monorail tracks and stations, especially in Cawang, in an open green space.

“We also hope that the administration will exempt us from all taxes and retributions on the development and investment of the monorail,” he said, adding the project would be finished in three years if everything went as planned.

In support of the project, the city should provide feeder busses for commuters from Cibubur, East Bekasi, West Bekasi, East Pondok Gede and Jatiwaringin, to connect them to the monorail, he said.

Jokowi said after the meeting that he fully supported the project and would discuss the possibility of tax incentives soon.

“We allow [the consortium] to convert open green spaces for the construction of the station as long as they replace the spaces in other areas,” he said.

Jokowi said the monorail also needed to be integrated with other transportation means like Transjakarta buses, trains and the future mass rapid transit system. The design of the monorail must also comply with the city’s transportation master plan to avoid chaotic development, he added.

Bambang Susantono said related government institutions would meet to discuss the project. (cor)
