Your comments on the failure of senior high school students in 11 provinces to take their national exams on Monday as the government failed to distribute exam materials effectively:
Of course, the Education and Culture Ministry should be blamed. These examinations are conducted annually; they should know when the paper test is to be printed and distributed.
This is unacceptable. This situation will trigger cheating among students. The minister must be
responsible for this.

The massive failure in the distribution of exam materials was possible because it was criminally intentional! The Education and Culture Ministry is clearly in need of help. Our Indonesian Air Force is ready to transport those exam materials to any part of our archipelago.
It is worrying to listen to our brothers in the eastern part of the archipelago who learn that their exams had to be unnecessarily postponed.
Eleven of the total 33 provinces across the country have left students and parents confused and disappointed. Yet, it is heartening that in Lampung, nine students reportedly participated in the national exams from behind bars since they were involved in crimes and were still serving time in prison.
We really have lots of homework to do in our education system.

Don't believe the time estimates from contractors/subcontractors and use your own assessment based on experience and track record of previous years, including good estimates of delays.
