he government and the House of Representatives should pay attention to seven crucial issues when deliberating the draft revision of Law No.32/2002 on broadcasting, an association says.
The Indonesian Private Television Station Association (ATVSI) said making a digital blue print and strategic plan and ensuring the association’s involvement both in the issuance of broadcasting permits and in the digital broadcasting policy-making process, including in the formation of an ad-hoc digital migration agency, were crucial to anticipate developments in the broadcasting industry.
It is also important to implement a hybrid system in digital broadcasting, regulate the duration of commercials and public service announcements, limit cigarette ads, increase locally produced content and manage broadcasting permit (IPP) revocation, it further said.
“A strategic plan is needed to anticipate developments in broadcasting technology,” said ATVSI chairman Ishadi SK during a press conference on the sidelines of the World Press Freedom Day (WPFD) conference in Jakarta on Thursday.
The strategic plan should include issues on the availability of frequencies, the use of frequencies, the development of digital technology, digital migration and broadcasting infrastructure and human resources development, he added.

Ishadi said the ATVSI had given input on the revision to the House’s Legislation Body (Baleg) on April 3. He added that better synergy was needed to implement policies in the broadcasting industry.
“Here, we need to build an organization, consisting of radio and TV broadcasting companies.”
Ishadi said the ATVSI agreed that the broadcasting bill should be visionary not only in anticipating technology developments but also in providing quality content. (rdi/ebf)
