he Central Java administration has warned parents to not attempt to cheat the new state school enrollment policy to gain access to nearby schools with a favorable reputation after it found that family certificates could be a new tool for misuse.

The Education and Culture Ministry said on Wednesday that it had enacted on Dec. 31 a ministerial regulation that scrapped the relief letter (SKTM) program for students from poor families looking to enroll in state junior and high schools because of numerous misuse cases in 2018.

Reports showed that 78,065 wrongly issued relief letters had been used by students and their families who were pretending to be poor to enroll in nearby state junior and senior high schools as well as vocational schools with a favorable reputation in Central Java last year.

“The SKTM issue was settled when it was removed under the new ministerial regulation. But concerns still exist that parents can still find a way to misuse the zoning system since parents are known for their desire to look for favorable schools,” Central Java Governor Ganjar Pranowo said on Wednesday.

He revealed that he had already received reports that a certain number of families had changed their home addresses to places where favorable schools were located by altering their family certificates.

“We want everyone to join hands in monitoring the implementation of the new regulation,” Ganjar said, adding that his administration was working to issue a policy to prevent such foul play in the province.
