Restrictions? Donnie Brasco would say, “Forget about it”. From existing experiences, restrictions means more rule-breaking.
You know what people say: “Rules are made to be broken.”
They’ll go to Jakarta anyway, by all means, by all ways. If it’s hard by the legal way, then they’ll just take the illegal way.
It is simple, unless the authorities can be firm in upholding the law.
