omen Empowerment and Child Protection Minister Yohana Yembise has begun drafting a government regulation to support the Sexual Violence against Children Law passed by the House of Representatives on Wednesday from a regulation in lieu of law (Perppu) proposed by the government.
The government regulation would cover the detailed aspects on the mechanism of additional punishment for sex offenders stipulated under the law, including chemical castration, chip implants as well as a government-sponsored rehabilitation programs for rapists, Yohanna said.
Expected to deter sex offenders and further reduce violence against women and children, the regulation would be drafted in collaboration with related ministries including Social Ministry, Health Ministry and Law and Human Rights Ministry, Yohanna said.
"The sooner [we draft the regulation], the better. We have also planned for socialization and training for security officials, judges and prosecutors to maximize their roles in enforcing laws [for sexual offenders]," Yohanna told reporters on Wednesday.
Even though the law has received criticism, particularly regarding the implementation of chemical castration for convicted sex offenders, Yohanna asserted that since it had been passed into law, all stakeholders should accept the stipulated regulations.
Yohanna further said the ministry would also follow up with the input from lawmakers regarding parts of the law that are missing certain policies, such as including the role of the Indonesian Doctors Association (IDI) in the legislation, who previously refused to perform chemical castration. (bbn)
