SOE Ecosystem Integration in the UMi–MSME sector, the Government Consolidates Through BRI

he first step in the process of forming the SOE ecosystem for the UMi - MSME sector (Ultra Micro - Micro, Small and Medium Enterprises) has begun. Through this process, the government maintains a controlling interest in the ecosystem to realize community-based economic development. This plan is written in the Disclosure of Information submitted by the Company through the IDX website (Indonesian Stock Exchange), KSEI (Indonesian Central Securities Depository) and the company's website (https://bri.co.id/announcement) on Monday (14/06).

BRI's president director, Sunarso, said this disclosure of information indicated that the process of establishing the SOE ecosystem for the UMI-UMKM sector had begun. He explained, the spirit and main goal is to concentrate and synergize expertise in one “big house” to serve Ultra Micro business actors more broadly end-to-end.

Sunarso added that the goal is none other than so that they (UMI-UMKM business actors) can get up soon. "We believe that the key to the revival of the Indonesian economy lies in ultra- micro businesses and MSMEs, so that this ecosystem is able to accelerate the recovery of the national economy affected by the COVID-19 pandemic. Our goal in supporting the ecosystem is to support the next phase of Indonesia's economic growth, which has been derailed by the COVID-19 pandemic," he said.

BRI became the holding company for the BUMN-UMKM sector through the Capital Increase with Pre-emptive Rights (PMHMETD). The government will exercise its rights through the transfer of all its Series B shares in Pegadaian and PNM to BRI and leave ownership of 1 Dwiwarna Series A share.

The establishment of a holding with BRI as its parent is important to integrate the capabilities of each company to better serve ultra micro, micro, small and medium enterprises (MSMEs). In addition to providing comprehensive financing services, the integration of this ultra-micro ecosystem will also provide access to savings, payments, and investments for customers or prospective customers which in turn will increase financial inclusion and literacy in Indonesia.

Sunarso emphasized that the government's participation in the PMHMETD made the state remain the controlling shareholder of BRI, Pegadaian, and PNM. He guarantees that his party is ready to work hand in hand with Pegadaian and PNM to realize this noble goal. The PMHMETD plan will become effective after it is approved by the EGMS and an effective statement is obtained from the regulator.

The inbreng process carried out by the Government makes Pegadaian and PNM consolidated with BRI. The establishment of this holding is an important first step in efforts to strengthen empowerment and expand access to finance for MSMEs. The formation of this ecosystem also has a positive impact on the valuation and efficiency of BRI, PNM, Pegadaian, as well as

building a business organization that is more based on environmental, social, and governance values.

Information Disclosure as a First Step

On the same occasion, the Chairperson of the PMO (Project Management Officer) for Ultra Micro Ecosystem Integration as well as the Deputy President Director of BRI Catur Budi Harto said that the Information Disclosure (KI) published Monday was the beginning of the steps for establishing the UMi-SME ecosystem that carried the vision of front.

He said that this step would provide optimal support for millions of business actors in this segment whose potential has not yet been exploited, if the three state-owned companies are not harmonized.

“There are still a series of processes that will be passed until the completion of this process. As a public company, BRI is responsible for implementing the entire process in accordance with applicable regulations in a transparent manner. During the process, we will also ensure that all operations and services run normally as usual at BRI, Pegadaian and PNM," he explained.

The creation of the ultra-micro ecosystem is expected to encourage inclusive and sustainable economic growth for regions nationally, create more jobs and new businesses in the ultra-micro segment, as well as to strengthen the financial system framework through the integration of strategic financial services. For ultra-micro entrepreneurs, integration will ensure they get wider access to financial services.
